State officials in Kansas warned consumers in September 2017 to watch out for flood-damaged vehicles making their way to Kansas, offering a considerably below market value in private sales.

According to Kansas Department of Revenue Secretary Sam Williams, vehicles that have sustained severe water damage may have dangerous, and even potentially deadly defects that are often not visible to potential buyers. Defects caused by water damage, usually don’t appear until six to twelve months after the flooding. With Spring around the corner, many buyers are still concerned about purchasing a vehicle, especially through private sales.

Williams stressed the fact that people who buy cars from dealerships should be protected, because licensed dealers are required to disclose all defects and salvage brands during a sale. Unfortunately, those who conduct private sales are not required to disclose a vehicle’s history.

He urged buyers to watch out for vehicles that promote prices well below the car’s worth, or an inspection report or evidence of a good title that pre-dates the most recent hurricanes.

Kansas law requires all vehicles registering from out of state to undergo an inspection by the Kansas Highway Patrol. Inspections performed after the purchase do not protect the buyer from risk. State officials recommend that potential buyers conduct a vehicle history check if it is from a state affected by flooding. Other recommendations include hiring a trusted mechanic to inspect the vehicle.

Before applying for a registration or title in the state of Kansas, vehicles must undergo a Motor Vehicle Examination; this includes: any vehicle or trailer with an out-of-state or out-of-country title, regardless of the age of the vehicle; a vehicle or trailer purchased out of state with an out-of-state bill of sale; antique vehicles model year 1950 or newer purchased in Kansas with an in-state bill of sale.
